A short sleeve dress by belgian designer Dries Van Noten, made from a paisley patterned, cream silk grosgrain fabric with a slight sheen. It is open at the neck with two tapered ends, designed so the neck can be adjusted / tied as desired.

Note too that it may be possible to tie the neck in a manner more elegant than I managed in the pictures pictured (bite off however much you think you can chew I suppose, my chewing is rather pedestrian).
